Zwicker (for Amex) sued me. Didn't serve. Case dismissed. Settlement Advice Please

$60k on amex & couldn't make the payments as of 2007 (long story - personal card used for business. business went under after taking on bad "investors" & basically dismantled).. Zwicker sued me recently. They didn't serve me at all. Zwicker didn't show up to a conference set up by the judge & the case was immediately dismissed.
I'd like to settle and get this over with.
Tried to call AMEX - they said they "no longer have the account".
Tried to call a number at Zwicker which is just a voicemail that asks for all sorts of account info and they will call back. I didn't leave a message. I have to assume the Zwicker attorney is not going to be in a good mood due to the dismissal.
1) I understand that it would be best to make a settlement offer in writing... but I'd rather not wait for mail, etc. I just want to end this. That being said, do you have any tips/suggestions when making the call?
2) I can immediately come up with $17800 (comes to 29.67%)... I might be able to come up with $6500 more by borrowing from some sources I'd rather not borrow from... that would bring me into the 40% range. Am I fooling myself thinking Zwicker may take the $17800 immediately?
3) With the facts above (and ignoring 1&2), what would you do (steps if possible, please)?

I'd have given a call and offer the settlement to the collector. They had once got a case dismissed, hence they should be happy in receiving a settlement offer without going through the court process again. But I would have asked a validation as well before sending any money to them.
