collection agencies aren't paid by commission from the actual company. An agency will buy these accounts, usually for .25 cents on the dollar, and then try to collect for the full amount from the debtor. This is where it becomes easier to settle, as a $1000 debt only cost them $250, and therefor you could very well get away with only paying $500 to settle.
However, at the end of year, I think is when the collector is worried about their holiday expenses. An actual collector (depending on the company/size/location/etc) will make a base pay, and then a possible 2-5% commission.
It really depends on the actual company...
I did collections for awhile back in 1999. It was what was referred to as soft collections. We never harassed the consumer, but kept tabs on them. I made a very decent living off it, but it was stressfull at times, and I got laid off (temp work). I would love to get back into again, but I feel that I'll never find an agency like the one I worked for. And I'd hate to be trained by the person who wrote "How to be like Ellis Crosby"

The collectors are paid heave incentives on each collection depending upon the type of the debt. Enter into a negotiation near the end of the month. You might catch up with a very good deal.
