Now I have noticed that a few different CA's have gotten a "Hard copy" of my credit report, this inquiry will last for 2 years, But I also noticed that the have done a "review inquiry" for my credit report also. Can they do this?

collection agencies can review the credit file only if they have a legit purpose. Incorrect inquiries can be removed from the credit report by disputing them.

Collection agencies reviewing your credit are very negative. If you see any inquiries from them collecting on an expired debt (7 years), it is not a permissible purpose and should be immediately removed.

Actually they should pull once for your location and once per account. Excess inquiries are poisoning to reports. There have been federal lawsuits filed and settled behind this but I don't have any caselaw handy.

I would in my opinion voluntary place a 90 day fraud alert in each of my reports and dispute inquiries as something you know nothing about as long as they don't have an existing tradeline on report.

Really, soft/hard pulling just has to do with how their account was set up through the bureaus. The way my company is setup through Transunion, I could not pull a soft inquiry on somebody even if I wanted to. All my inquiries are hard, period. If one of my accounts becomes delinquent, and I need to pull a bureau to do some skip work, my inquiry will undoubtedly show up hard.
