Is this account preventing me from obtaining a card?

I have a credit account on my credit report. The account has been supposedly opened in the year 1997. The credit limit is $40,000. I don't recognize this account. Is it preventing me from obtaining a credit card. The account is in a good condition. How? My credit score is 610.

who is the creditor?? have you thought of calling them? Maybe someone but you down as an authorized user??
