How can I know about the prime rate on the credit card?

had a discussion with a credit counselor in Placerville in California. I wanted to know about the ways to cut down the interest rate. The credit counselor asked me about the prime rate. I have no idea about the prime rate on my card. In fact, I don't know what it is. Can you please explain.
