I'm slowly building up my credit from the depths of hell. Over the past six months I've opened a secure credit card and actually been approved for a 1500 dollar mastercard. But I'm looking for a card with a bigger credit limit.

When applying for new credit should I make sure to have all of my other balances paid in full? (Will this look better when they pull my credit reports?)

Also Capital One just sent me an application by mail with a registry number and another promo code. Is this just junk mail or are my chances pretty good of getting credit with them? ( I never got these apps when my credit sucked)

I don't think it'd be necessary for you to pay other accounts in full before applying for another card, rather some outstanding on accounts would look better. But make sure that the other accounts stay in good condition, i.e. no late payments, more than minimum payment etc. However, this is my idea, of course the other members too would share their views.
