Charge Off

I got my first (and only) credit card in '09, it has now been charged off. I owe about $1300 on it. I'm wondering if I should even pay this since it has already been charged off? I have heard of debt validation letters, should I send one? I really have no idea what to do, but I do know my credit score is terrible and I would like to build my score. I have a car loan and student loans that I make payments to on time, so that should help my score. Any help would be appreciated.
