Dell disappeared from CR but new CA in their place

I have an old Dell Financial Account that I decided to take care of. I contacted Dell for principle, balance, etc several times with no answer.
Finally I decided to dispute with with CR's and the account disappeared about 1m ago. Just this weekend a new CA appeared collecting for Dell...
If Dell couldn't validate and was deleted this in CA should be the same right?
Do I dispute this with Transunion (the only report it is showing on) or the CA?

Send debt validation letter to the ca and when they receive it,t
