After receiving free copies of my credit report, I sent several disputes to the three bureaus, referencing the report number, account numbers, etc. TransUnion and Equifax removed a few of the negative items, but Experian wrote back that they were unable to honor my request because I did not provide sufficient identification.

They requested proof of my SS number, copy of government issued ID, and a copy of a utility bill, bank or insurance statement.

Should I send in the proof of ID, or is there some other response I should take?

That's pretty extreme. Usually you don't run into this type of problem unless you address or other personal information has changed and wasn't updated in their system. Did you move recently? If so that could be a reason. Credit Reporting Agencies match addresses that they have from past credit reports of yours - so exact matching is very important. Also it depends on which free credit report agency you went through. Annualcreditreport.com is a good official one. If you must send in your personal information, make sure that it is really Experian requesting this. Remember: There are a lot of professional identity theft scamsters out there. If they list a phone number I'd suggest calling first to make sure this is a legitimate request.
