They requested proof of my SS number, copy of government issued ID, and a copy of a utility bill, bank or insurance statement.
Should I send in the proof of ID, or is there some other response I should take?

If so that could be a reason. Credit Reporting Agencies match addresses that they have from past credit reports of yours - so exact matching is very important. Also it depends on which free credit report agency you went through. Annualcreditreport.com is a good official one. If you must send in your personal information, make sure that it is really Experian requesting this. Remember: There are a lot of professional identity theft scamsters out there. If they list a phone number I'd suggest calling first to make sure this is a legitimate request.
