Does the FCRA prohibit the CRAs from providing consumer credit reports to credit counseling agencies directly?

Not sure if they do, but would definitely like to know. IMO some restrictions should be imposed on allowing the credit counselling agencies from accessing the credit reports of the consumers. It would reduce the number of unsolicited proposals that you receive from these agencies in your mailbox.
