I sent a validation letter in late October. From what I understand- they do not have to respond, right?
So, then I disputed the entries with the credit bureaus. I did this in early November, and I am still waiting to hear back.
BUT, I signed up for the 3 in one credit monitoring, and I just had an ALERT that this exact CA just opened something new up on Experian. If it is under investigation, they have to stop reporting if they do not validate, or if it is being disputed with the credit bureaus? Who do I complain to and threaten- the bureau, the collection agency, or BOTH???
CA
I would 'dispute' this on your Credit Report. When you dispute items, the CB HAVE to 'validated'information, on your account. You can dispute items via the web. If the CA is not 'validating' information, within a certain time, the CB can ( I've seen it happen) 'delete' the item from your Credit Report. The CA has ( I think?) 30 days to 'validate' information. That information can be e-mailed/mailed to you, by the CB.

But if I was already disputing it with the credit bureaus, I thought the collection agency could not do anything else new unless they did validate it.
This collection agency is credigy recievables.

They are violating the fdcpa and the Fcra. You need to study both laws completely so you know what they are doing. Once you understand the laws send a complaint to the Attorney General of both their state and yours.Include a complaint to the Ftc & BBB.
