Judgments are a set amount directed by the court. I am almost certain that you can not get a lower payoff for a judgment. So you would either have to ignore it or pay in full.

Judgments aren't reported by the creditor, they're reported by the court itself. So you can't really negotiate to have a "judgment" removed. Albeit when paid and the creditor files a satisfaction with the court, then your credit should be updated as a "paid judgment." To remove it completely, you'd have to dispute it with the court and get them to remove it.
You could negotiate for a creditor to remove its own tradeline.
As far as guest above said re settling less than full, it all depends on the collectibility of the judgment. If the creditor don't know where you work, or if your income is exempt from garnishment, they might just settle for a lesser amount because they'd rather get something over nothing.
