my salary was cut 10% two years ago now my credit is missed up because the 600 dollar a month pay cut did not allow me to pay my bills on time and I need help in paying them off

Did you ever look at getting a part time job??? If $600 a month was your pay cut, then you are making half decent money.
Talk to a local office of consumer credit counselling service. They will teach you how to live within your budget.
