Now the question is should I ask them “Pay to delete†since they are not reporting this to my credit history and when I do a settlement this week with them and then I should call the previous CA and tell them to take this collection out since they don’t hold this account anymore and its been taken care

Since the previous CA has already sold the account to the new one they are no longer responsible for it. Hence, you'd need to send the 'pay and delete' letter to the new collection agency.
Have they sent proper validation of debt to you?

But I'm not completely positive if that Pay-for-delete would extend to the Charge-Off tradeline of the original creditor or to a previous collector but I wouldn't think so, since the present CA cannot report for anyone but themselves.

Always get in writing when doing a pay for delete. Send a letter out to them stating the terms of the pay for delete and make sure you send it certified returned mail receipt requested. A little more expensive than regular mail, but you have a paper trail with signature card. Do not pay until they agree to the terms back to you in writing. Also, do not fall for the "we will report to the CRA's accordingly". This simply means they will report it was paid, but not delete it from your credit report. Good luck!
