what to do? please help!!

I sent debt validation letters to the ppl on my credit report.. diversified sent me a old bill back that was not mine. it had nothing containing that they could collect in this state nor showing anything about them having a registered agent here...
Other companies I am trying to take to small claims court but they have no registered agents here from what I have seen.... How do I go about taking them to court? Just file the paperwork and wait?

Contact your local Better Business Bureau they cannot collect on
