Ordering a Free Credit Report

I just received a notice from Citi that they are decreasing my revolving credit limit down to the outstanding balance on the account based upon information they obtained from a consumer reporting agency. It goes on to say they obtained the information from Experian.

It later says that under the Fair Credit Reporting Act that I have the right o know the information obtained in my credit file at the reporting agency. And that I have a right to a FREE copy of my credit report, IF I request it within 60 days after I receive this notice.

Okay, so my question is this: I know that I am able to get a free copy of my credit report once per year, is this what the letter from Citi is referring to, or do I get one free copy per year PLUS another free copy because Citi used information in my credit report and reached a negative conclusion?

I wanted to use my free credit report after I (hopefully) settle with my creditors, just to verify that everything is shown accurately. But I wouldn't mind a copy now as well. Just trying to figure out what Citi is referring to.
