Secured Credit Cards

When you apply for a secure credit card, is your credit checked? If so, is it a soft inquiry or a true inquiry?

I am continuing to raise my credit score (I finally am out of the 500s... :D ) and have been told that a secure card could help.

Any suggestions as to which one is best?
