Chase won't update phone #

I have 4 cards with Chase. Under 2 different accounts.
On each of them, I have tried to use their "update mailing address/phone" form to change my phone number and every time I do it it says "system unavailable".
I've been trying for weeks.
Anyone else have this problem or is my account somehow "locked"?
