Collection agencies do not validate debt

I have been contacted by collectors about charged off debts, and I have sent prompt request for validation of the debts to them. I have never received any validation responses. I simply do not hear from them again, and then months later some other agency contacts me. I have received offers to settle, too, with the first written contact, but I will not pay anyone who can not validate the debt. I need to know who has the legal right to collect the debt.
I will soon have the ability to pay these debts. But I am not sure how to go about it. If they can not validate the debt, how can I pay them? Should I contact a lawyer?

Are these debts being worked 3rd party?? Or have they been sold to junk debt buyers.
