Not always, Guest. And HSBC has notoriously high rates, which go even higher if you are ever late.
Not many companies will be willing to give you a credit card with a score of 480 - in fact, I'd be willing to bet that almost none will, unless it's a secured card.
If you are looking to improve your credit, start looking at your report closely. Dispute any items that you feel are incorrectly reported, or are not yours.
Then, starting with the smallest debts, start paying them off, or at least making payments on them. As one gets paid off, roll the money you were paying on it into the next larger bill. Before long, you'll have them all paid off, and your score will start improving as the debts are reported paid.
THEN you can start looking at getting a credit card, and you'll get better terms on it than you would now.

Assuming that you have any open tradelines, the biggest thing you can do to improve your credit enough to get a (or another) credit card is to pay all of your reportable bills (credit cards, car loans, mortgages etc) on time, EVERY time. Never ever be late. You should see an improvement on your score after 3-6 months of good payment history, and paying down your debts.
