Encore-Pulled My Credit!

Is Encore allowed to pull my credit report without my authorization?? I do not even know who they are. My husband and I are looking to buy a house. After pulling our credit report, I noticed that they pulled my credit on Feb 9, 2009. They did not have my permission. I don't even know who they are and do not have any debt associated with them!!

CA's can pull your report and for some reason that I haven't figured out yet, it can show up under the "hard" inquires same as a creditor when you apply for something.
I just pulled my credit report and found NCO Financial, Midland Credit Mgmt, Collins Financial and Hilco Receivables showing up under my inquires for March! Strange thing is at most I have 3 accounts that remain unsettled so I'm not sure why 4 groups are pulling my file!
