If he doesn't answer then he won't be using up minutes. Put the number in the Address Book and label it "Spam" or somesuch. Then set the ring settings for that entry to silent mode. When he sees "Spam calling" he can then reject the call quickly. That's what I do to all phone numbers that I do not know.
They may also be calling the number to get a hold of the person who had the number before. You can request the number changed, too. Just be sure to specifically request a number that has been out of commission for over 6 months.
