How does debt consolidation differ from debt settlement

The more research I do on debt consolidation vs. debt settlement the more confused I become. Does consolidation reduce the amount you owe at all? In several consolidation programs I've looked at they say they MAY be able to lower the amount you owe. How does this differ from settlement?
