What can a consumer do if a loan was made and later you find out the company that offered the loan and the lender were both out of business facing fruad charges and suits for business practices. Such as failure to provide TIL disclosures.

Do not send any money in advance while dealing with any loan company.
Call your state's regulatory or consumer office and file complaints against these types of companies scamming people. You should also file your complaints at the FTC as well as the BBB website.
It is very necessary to do proper researches before relying on any company. Search them in the FTC and the BBB website and see if there are any complaints against them. You can also inquire about them in the DA's office. And additionally, you can type the name of the business in the search engines and get the feedbacks on them.
