How do I dispute a debt from a collection agency?

I recently recieved a letter from midland credit management claiming they were collecting an unpaid dept from myself to MCI back in 2002 in the amount of $231.
I have no recollection of ever doing business with MCI and I doubt if I would have not paid it. However, I am willing to pay the debt if they can prove to me it is legitimate.
They sent me a letter in July, which I must admit that I ignored. I got a call recently telling me that since I did not respond in 30 days, the burden was on me to prove that I did not owe the debt. Is this true? If it is, I have no idea where to start. Should I just pay it? This has now shown up on my otherwise spotless credit record.

If the letter sent by MCM was about validating the debt, the 30 days timeframe is over within which you could have had a stronger chance to dispute any incorrect item. Can you call MCI and verify this account? They might give you some info on this.
