If it is a collection agency then they have to abide by the cease and desist letter. And if they don't then you can file complaints.

I guess Capital One has a reason if they are calling you. It will be better if you remain present in front of them before they start making harassing phone calls at your workplace. Are you trying to identify the purpose of their call?

Is this actually Capital One calling, or their inside collections? They also have an outside agency prentending to be a law office. This is another company similar to Ellis Crosby. Their name is Gerald E. Moore & Associates. They will continue to harass you if you don't take action.
Calling you at work is harassment, especially if you've told them not to. Type up a letter of validation. If you know the company name doing the collections you can send them a validation letter. I'm assuming the debt is geniune, but whatever amount they're tellng you could be different than the actual amount.
I'm currently dealing with Capital One myself. I know the actual owed, and when I received a very threatening call from the law office, I was appauled. I recored the incoming call too. So I myself have a case against them. If you're able to record any incoming call do it. Most states allow incoming calls to be recorded, even if not consented by the second party.
Try to gather all paper work and figure out what is owed.
Remember, Capital One will never actually close the account. This is one lendor that won't do that. So every month you didn't pay, plan on there being an overage, and a late fee. This however can be dealt with. Bargaining is very easy once its in collections.
The next time they call you, ask them for their name, the company name, and then say the call is being recorded, and that you do not accept these type of calls at work.
