Financial Aid with Defaulted Student Loans

Can you still receive financial aid with defaulted student loans?
And if I am in financial need, and want to return to school, will I be able to find a combination of federal and private loans to pay for going back to school?
My credit is horrible, many $1000s in charged-off credit cards, and $24,000 in defaulted student loans that I have not yet arranged any payment for.

In the past when I have filled out my FAFSA forms, I remember there being a box to check that says "Have you ever defaulted on a student loan"> I don't know if that means there are restrictions on loans or what.
