How do you create those avatars people use in forums with their names sparkling?

I want to create one of those avatars people use in their signature posts with pictures usually dolls or cartoons and then your name in sparkling letters how do you do that?
Im realy have stress from that question :) I need medic helps ^))

If you go to edit profile and scroll down where it says avatar.
If you go to edit profile and scroll down where it says avatar. Hit the browse button and choose your picture. Of course, you will have to save the picture on your computer and then find it when you hit the browse button.
