My husband is getting a message from an Alvin russel aka Jack AKA officer Jack Thompson from a financial law department. he calls hubby's work saying that he is going to get arrested for for a bill. I need to know if this is illegal. Thanks

this not only illegal,but a complete scam.file a police report,and use any numbers you have to file AG,AND FTC complaints.then have your husband either ignore them,or just hang up without a word.that is what they deserve.

Of course, this is illegal. According to the FDCPA laws, CA is not allowed to give a threat of being arrested because of non-payment of bill. You can file a complaint against them to the State Attorney General or FTC as they have violated the FDCPA laws.
