What if a Payday Loan Company is not licensed in your state?

$300 loan - made 4 payments 0f $90
balance to payoff is $390 and loan company is not licensed in the state of Illinois


I have a loan w/ Sand point Capital who apparently is under clearwater bay marketing. They have like unlimited refinances until my loan is paid off. That is not AZ law. We can only have 3 refi's. I could not find there license at the AZ Dept of Financial Institutions. What should I do?
