Once you dispute with the credit bureau, your file should be updated within 30 days after it has been verified with your lenders and from other sources.
It is better to send the dispute through certified mail with return receipt requested. The advantage of this mode of correspondence is that you will have a date printed on which the dispute was sent. If the bureaus are unable to verify your file within 30 days, you can send a follow up letter. If you still don't get any response, send a copy of this letter to the FTC. Doing all the correspondence through certified mail will help you to prove your side of the story.

If you have approached your lender in between the investigation tenure, it is up to the lender's decision whether he will be willing to extend credit to you or not.
If you are sure and have proof of the dispute put with the bureaus, show it to your lenders. If they find that the mistake is from the side of the bureaus, they will have positive thoughts for extending credit to you.
If you do not have any proof to show to the lender, wait till the credit report is updated before you approach your lenders for new credit.
