Recently I received a job offer. The work was ok. However, the salary was not up to the mark. Hence I declined the offer. Shall I still get the unemployment benefits?

No. According to the U.S. Department of Labor, collecting benefits after refusing work without good cause would be considered fraud.

Yes, you might be eligible for receiving unemployment benefits. If you leave your job for a good cause, then you might get unemployment benefits. And lack of payment is one of the good causes that can be considered by the concerned authority.
