$8000.00 debt

Hi,
I have $8000.00 in debt and a past discharged bankruptcy. Two years ago i got married and picked up some expenses different credit cards and all these intrest charges on my monthly payment is eating my lunch and i never get ahead. I am behind in all my bills. I live in a apartment and i do not own a house. I make $46,000.00 a year but i really dont know how to manage my money...i guess this present situation is a biggest proof. Honestly! Do i really have a chance to get out of these debts ?
Is there any program out there for non-home owners to consolidate their bills and pay as one monthly payment ?
