Can't find collection companies...want to pay

I have recently found two items on my credit report that I want to take care of but I am not having any luck in gaining contact information despite Google searches
1- An old account from SW Bell /ATT which according to ATT was sold off to Capital One collection. When I call the number given (888-298-2919) I get a message "that the program about which I am calling has been discontinued and to write to..."
2- an account listed to "CONSUMER COLLECTION MN"
I can not find anything on this and need contact info

I found the contact details of Consumer Collection Management In
I found the contact details of Consumer Collection Management Inc, but not Capital Once Collections. The address of Consumer Collection is
