member of CFSA and not following guidelines

I have been researching this CFSA. Cash Express LLC is a member of the CFSA. I have called the store front PDL and they told me that they did not have a EPP. I then had them call their district manager and they said the same. I then got the cooperate office number and called them and gave them my whole spill about CFSA and EPP's and the best practice guidelines and she had the audacity to tell me that it was their choice as to whether they gave me an EPP. I asked her how much it would be if she did. She told me that it would be more than the fee to rewrite the check. I then asked her if she would be willing to work with me on that and she told me NO. I can't believe this. She stated that it was up to them to decide if they would offer this to me. She stated that because I was working and still had a checking account, that they would not be able to give me an EPP. Why won't they work with me??????
