I received a payday loan over the internet and sent a similar copy of the posted email, they responded and told me that they are located in costa rica and operate under their laws not nc, I did close my bank account what can i do know

What is the name of the PDL, how much did you borrow & how much have you paid so far? If the pdl is over sea's then chances are they aren't legal. You would need to file reports with the BBB, FTC and the NC Attorney General. Closing your account was a good thing, at least they can no longer get to your money :)
