Arrowhead and NCS Collections......

I live in PA first of all. They say the original balance is $480 but are willing to settle with $372 if I pay by Sept. 8th.
I have already paid Arrowhead $1700 on a $300 loan taken out in Nov. 2007. I have paid $90 every two weeks since then. I tried calling Arrowhead a week or so ago and was informed it was already sent to collections and I should wait to hear from them. Yes, I've sent Arrowhead the letter stating I've paid so much, can we settle this or consider PIF. Of course, not response except to let me know it was sent to collections the day it defaulted.
So, I get this lovely settlement offer from NCS as mentioned above. I try to reason with them and explain the fact I could pay the $372 in full on the 12th. They would not accept that. Said it HAD to be by the 8th. I'm calmly explaining that I don't get paid until the 12th and he's telling me to borrow from a friend or neighbor. I say that is NOT a possibility and he says he is sorry and the offer will be null after the 8th. I then ask if I can make payments, he tells me NO. I tell him I will only do money order or moneygram and he says to call back for the moneygram info once I have the funds to pay in full. I tell him how ridiculous this is that he won't work with me and he says sorry, he doesn't have to. All I was asking for was 4 days.
Any suggestions on how to deal with this? I'm at a loss.

I wouldn't pay them a dime..You have overpaid Arrowhead -check your state laws to see if they are licensed to lend in your state. File a complaint with the BBB, Attorney Genernal, and the FTC on both Arrowhead and NCS. Don't answer anymore telephone calls from NCS. I would recommend closing your bank account and opening a new one - so that they don't have access to your bank account anymore. Also, send both Arrowhead and NCS a "cease and desist" letter and to validate the debt. Good luck!

I've done ALL of that. I closed my account several weeks ago and am now trying to get all of my PDL's taken care of. Arrowhead received their letter, C&D and also a run down of what I've paid them and asking if we could settle this or consider it PIF, etc... They sent the account to NCS the day it defaulted, never giving me a chance to contact them directly. This was 2+ weeks ago and this is the first I heard from this NCS.
I live in PA. Internet loans are legal here as long as they are liscensed in another state, which Arrowhead is....... UT if memory serves me correctly.
Shazzers or Goudah, any thoughts here???????

If this is the same NCS I have been dealing with, the man's name that you are dealing with is Rick Carnes and he is the most unscrupulous of debt collectors. Bottom of the barrell, low down, dirty scum. He repeatedly calls leaving threatened and ugly messages. A very shady man - and I use that term loosely for a lack of a better term. When you try to get any information out of him, he provokes you to the point of sheer disgust and tells you that he is recording your conversation. I will be reporting him to every agency that will listen and notifying the general public in every forum possible so that people are aware of how he operates. He has violated our rights as a consumer under the Fair Debt Collection Practices Act in various ways, and I fully intend to pursue every legal avenue that I can to make sure that he isn't able to continue doing so to other people. Debt collectors like him are the reason that such legislation was passed. No one should have to be harrassed, threatened, or treated like the scum of the earth by any debt collector. No one should have to live in fear of what he might do. He actually threatened to hunt down my husband and hound him. He's the worst of the worst.
