Bad Check Laws for Payday Loans

I understand court, and if it went there, as much as that would suck and I will try everything to keep it from there, I do understand it.
But the warrant I dont understand. I was under the impression that Tennessee State Law PROHIBITS criminal action on payday loans. This does include if a check does bounce, correct? Or am I way off on this?

Thanks PDL Owner. Thats what I thought. The place I'm dealing with is a one woman operation who called screaming at me that she was going to have a warrant issued yesterday. After I said she couldn't, it was a civil matter, she sent me a NASTY email about how she could, and she would, and she's gone to the jail and had over 30 warrants issued in the past year.
Our dept of financial institutions gave me the same answer as you and urged me to file a complaint, and I have since done so :)
What happens when a complain is filed, anyone know? I made payment arrangements with this woman so I can take care of what I owe- and get this nasty woman out of my life, but Im curious.
