The answer to that is no. Bank fee income is not be considered an external debit. You can bet they will surely collect their share in order to bring the account into a positive status, but it will not affect your external debit block.

I'm a little nervous because this tax check is going to be deposited tomorrow and the bank did say they were going to take their money out right away. I have a hard debit block on this account for a couple of weeks now.

kjeanangel- i'm sorry if my response to your former post made you feel worse! i just had a bad experience with my bank concerning hard blocks - i wasn't trying to make you feel worse! :) i spoke with my bank and they said the worse that would happen is that it would take a day longer to pend than i can withdrawl and the block would be fine.. my bank (commerce) does still insist that I would have to come in, they would remove the block, take money out, than put it back on. But all of this would be done in person and they would make sure nothing else is pending first. i know others have said that the block won't be touched and maybe it's my fault or maybe my bank just likes to give me a hard time, idk..
but i seriously didn;t mean to make you feel worse! i've also had the hard block on my account for a couple of weeks now (almost a month!) and from my understanding, nothing will go out but money can go in.. i really do hope you have something left over - and at least this way the bank will be paid. I owed PNC money for awhile and it really messed me up because they reported it and i was unable to open an account with a new bank until it was paid.. this way you won't have to worry about that.

My account has been closed for a couple of weeks now with nothing going in. If these pdl's have been trying to hit my account, will any of those be considered "pending"?? I certainly hope they are rejected and sent back.

Well, with my bank i was told it could take 3 buisness days before it's returned (thats how i was suckered into losing my paycheck that time) In reality, it took one day than it was returned. I don't think the payday loans have tried since than but I stopped checking everyday (I check like three to five times a week now).. i can assure you, though, that everything that tried to come in did get sent back in a day's time.

that sounds good! i have learned that since all banks are different, it's always best to go straight to the bank and make sure everything is ok. I have gotten some things in writing, too. I am very much unexperienced in all of this but i really don't see any problems with your account.
