payday loan biggest-cash

Ok I have had multiple loans with biggest-cash.com over the past year or so. My latest was for 400 dollars on 3/13/09
my debits have been this so far.

4/03 $120
4/17 $120
5/1 $120
5/15 $120
5/29 $120 and $50 ( they automatically started taking off the principal.
6/12 $105 and $50
6/26 $90 and $50
7/10 $75 and $50
7/27 $75 and $50 (overcharged me $15.)
8/7 $110.00 ? they did not break it out like before and it should have been by my records $45. and $50.

So to date by their agreement I have been overcharged at least $30.

However my question is how legitimate is this loan in Pennsylvania? I ask because I have seen information on the web saying it is legal and stuff saying it is not legal.

Now I had another one with Centurion and they were hitting me for $150 every two weeks for many months because I could not pay it back. Now when I contacted them about the laws in PA they got rid of my loan all together and offered me $750 as compensation for going against PA laws. I have also had a loan with CashnetUSA and they said they are no longer doing business with people in PA and waived my extra fees before I paid off my last loan with them.

So where do I stand with Biggest-cash.com. I tried to contact them and had no luck and their web site is down and has been down for 2 weeks so I can not contact them there. They seem to be part of PDL Ventures which operates out of an Indian reservation so I am not sure what laws they have to follow.
I appreciate all help in this matter as I am trying to get out of this mess and have cleared out all loans except for this last one.
Do I have to keep paying them off? Have they overcharged me and does that make me entitled to some sort of reimbursement?
