Okay so I fell behind on a few payments to a short term loan place, so far they've e-mailed me numerous times and they've called my place of employment almost everyday. Does this qualify as harassment?

Who did you borrow from? What state do you live in?

Unless you live in CA or TX, there is no law stopping a creditor from calling you at work. Calling you at work and asking you to pay your bill is not harassment. Threatening you with arrest or bodily harm would be harassment and illegal.
