cashnet usa - are they upfront payday?

I reside in DC. I have just received an email from Upfront payday/cashnet usa,stating that my account is past due. I thought payday lending was prohibited in the District of Columbia. I have read that Cashnet is operating as a CSO, I don't know what this would mean for DC. I know in DC, you must have a money lenders license to conduct business with District residents.

I guess Cashnet USA is an online payday lender. According to D.C State Info, it is legally prohibited. But as it's working as a CSO they don't require licensing as such, they just require to register with the Secretary of State. Moreover their fees are also not regulated.

Are you certain it's Cashnetusa or is it just Cashnet? I've never known Cashnetusa to operate under two names. UP FRONT PAYDAY is licensed in Utah, but that wouldn't affect where you are, Cashnetusa is licensed in most states, they usually operate as a Credit Service organization and would not be obligated to follow the payday loan laws.
