has anyone tried to negotiate with cashtransfercenter.com. i have a loan and will be unable to the amount due.

Hello dgyuii, Cash Transfer Centers is ILLEGAL everywhere. They are based out of Malta, and will try and intimidate you over the phone. Only communicate via fax or email.

Here is what I suggest. You are only obligated to pay back what they deposited in your account Period, nothing more. You need to send them letters via fax/certified mail immediatley revoking their ACH authorization and any Wage Assignments. Also you will need to put a hard block on your bank account against this company, if you do want to keep your bank account open. Make sure to state your intention to only repay the amount borrowed and include your state laws. I will post them for you if you like. What state are you in?

Cashtransfercenters is part of the group that Sonic Payday is with. I believe the other company is Northway? This is one of the most notorious offshores that's out there and has been banned in several states. Be VERY careful with them, as they will try to do a voluntary wage assignment at the drop of a hat. I know, because Sonic tried with me!

make sure that you immediatly fax and email them a letter revoking not only your authorization for electronic withdrawal but the wage assignment as well. next or better yet before and asap go to your bank explain to them that you have this issue and ask them to open a new account and close the existing one..

Dealing with CashTransferCenters is a pain but it can be done. First of all, they are not based out of Malta, the mailing address is Malta. They are based out of Winnipeg, Manitoba and Vancouver, B.C.

The address for Cash Transfer Centers is:

c/o E Care Contact Centers
Attention: Kimberley DeThomas
300 - 433 Main Street
Winnipeg, MB R3B 1B3
Tel:(204) 940-3544
Fax:(204) 940-4278

They are under investigation in Canada and throughout the States. The State of California has a Cease and Desist order against them.

these scum bags will do busy anywhere there is internet access. They do not care about whether they are legal or not. PDl is right, they are a canadian company, with an office in Malta. it appears that they do most of their us pdl work out of Malta in order to avoid canadian pdl laws as well as us laws. When dealing with them, protect your self as much as possible.

They have NO OFFICE in Malta, just a post office address. Please, I don't want to reiterate that. They also have a postal address in Ireland, and all of their PDL work is done of their offices either in Winnipeg, MB and/or Surrey (Vancouver), BC

That's right. California has issued a Cease and Desist order against the Sonic companies: Sonic Payday, Cashtransfer Centers and Northway Debit. This means that they are not allowed to loan to any resident of California--and it's always good to check your state gov website to see if the PDL you're involved with is banned in your state.

I too got tangled up with CTC alias Northway.
If they are indeed illegal in the US, I would like to know for sure so I can ask my bank to stop their debits from my account. They already made enough money on me.
I also just filed a complaint with the FTC against them.
Thanks to everyone for all of your info and help!

Northway is part of Cash Transfer Center. Those are the guys that managed to execute a Wage Assignment on me a year and a half ago, before I knew I could actually fight it. They also put it through to my payroll department as a judgment of garnishment. Since I had no idea what to do, I just let it go through, and the next thing I knew they had tried to mark the garnishment amount as 2x the actual amount. I called payroll, and they looked at the original documents and made the correction for me.

after the horrible call i received from CTC (where, i might add, all i kept saying was send me to collections and see if they will get their money) and resending my C&D and wage assignment revocation, i haven't heard a peep.

do they normally pop out of the woodwork?

i tried to log into their wesite, but i was not allowed.

I got a loan from GreenPicket.com not realizing what I got myself into....Is this company affiliated with CTC? I immediately faxed them a letter telling them I could not pay back the loan and to stop running my bank account into the ground. They did anyhow....over 600.00 in NSF's, the account is now closed. I revoked the ACH and Wage Assessment and told them I would be consulting with the State Attroney's office to discuss legalities...and they did not have any authority to call my job, or references. Only me..I also stated no communication would be accepted other than e-mail or USPO..

I just got a threatening call with out them even identifying what company they were with..Strange huh? just a name and a 877 number. Is Green picket illegal? Can I get the bank to revoke the nsf's after I asked them to stop pay and not allow them to do this to me. I have paid back the loan and Greenpicket automatically renewed it twice without me initiating anything.

Please help..

What we need to know is what state you are in first. Chances are they don't have a license in your state (I don't think they are licensed anywhere), but we need to confirm that by checking on your state government website.
I would file a fraud claim with your bank and work with them to get the NSF's credited back. You also need to contact your payroll department tomorrow and revoke the wage assignment you signed to get the loan--because I promise you, they will do it faster than a New York minute.

I am having the same problem with cashtransfercenters. Right after I was laid off, I sent them two email correspondence and letting them know that I was laid off and to stop debiting my account. Then, again, five days later, I sent them another email, notifying them of my intentions. Days later, they continued to repeatedly debit my account and my Nsf charges were racked up. So, I sent them a fascimile and again telling them to stop. Yesterday, they took the money out and this time they used my debit card. God knows how they acquired my debit card number. That beats me. Man, they are very bad. So, I told the bank and the bank told me that they will investigate and file fraud with them. Thank you.

I could not pay back a loan with CTC twice and they worked with me both times and extended my due date 30 days. I had to pay it back via Western Union but I only paid what I borrowed. I have found them to be ok as far as these low life places go.

I have a loan out with the CTC. I got a call from them or rather they left a message. Before I called back I sent in the following letters via fax. I'll be mailing these out tomorrow. Certified I might add...

1st letter:

After doing research on internet payday loan laws in the State of California, I have found that your internet payday loans are actually illegal. I have also found the following laws to be true applying to payday loans in the State of California in general:

California State Information
Citation:
Cal. Fin. Code ???????? 23000 to 23106

Loan Terms:
Maximum Loan Amount: $300
Loan Term: Max: 31 days
Maximum Finance Rate and Fees: 15% of check
Finance Charge for 14-day $100 loan: $17.65
apr for 14-day $100 loan: 459%

Debt Limits:
Maximum Number of Outstanding Loans at One Time: One
Rollovers Permitted: None (cannot charge fee for extension)
Cooling-off Period: None
Repayment Plan: Voluntary (no fees may be charged in conjunction with payment plan)

Collection Limits:
Collection Fees: $15 NSF fee
Criminal Action: Prohibited

Ref Loan number:

After finding out that your internet payday loans are illegal, your company should actually not issue loans to California residents at all.

I have contacted the California Office of Financial Institutions and the California State Attorney Generals Office regarding your internet payday loans and was informed they are indeed illegal in California and was advised to pay what is due according to principle amount only of the loan.

The legal amount that could have been charged to my loan is the principal amount of 300 DOLLARS even if your internet pay day loan was legal in California. I am willing to pay the amount of 800 DOLLARS to pay the principle amount of the loan only, as advised by my Department of Financial Institutions and the California Attorney General's office.

I demand a physical address to mail payments to, as you are no longer authorized to debit my bank account.

You must provide me with a physical address to mail my payments. I will not Money Gram or Western Union any payment. If no physical address is provided for me to mail payment to, no payment will be made.

I demand that any contact be made through US Postal mail or email only. I will need everything in writing to keep accurate records of all communication as per instruction from the California Attorney General's Office.

I prohibit you or your affiliates to contact me via telephone at my place of employment or my home telephone number. I also prohibit you from calling my references listed on my loan. Once I inform you of this, you must stop the telephone contact immediately or you will be once again breaking the laws of the State of California.

You are also hereby notified that I am revoking any voluntary wage assignment I may or may not have signed. I no longer authorize you, your company, or your affiliates to attach any part of my wages or contact my employer for your collection purposes.

I am revoking your right to debit my checking account any longer. You, your company, or your affiliates are not authorized to debit my checking account at all. Please be aware that I have informed my financial institution of this situation and they will also be receiving a copy of this correspondence. Any further attempts at debiting my account will be rejected by my financial institution.

I must also inform you that I have filed complaints with the Better Business Bureau, the Federal Trade Commission, and the California Attorney General's Office.

I expect a response from your company no later than 02.14.09, regarding this matter. This response may only come via US Postal mail or email. No telephone contact is permitted.

Please respond by 02.14.09, regarding this matter by US Postal mail or by email only.

2nd Letter:

01.27.09

Cash Transfer Centers
c/o E-Care Contact Centers
300 - 433 Main Street
Winnipeg, MB R3B 1B3

Loan Number:

Dear Sir or Madam,

I hereby revoke your right to use the wage assignment I signed on July 17, 2008. I no longer authorize you, your company, or your affiliates to attach any part of my wages or contact my employer for your collection purposes. You no longer have my permission to use this wage assignment.

I have notified my payroll department of this revocation and they will not honor any wage assignment and or garnishment that is submitted by your company.

The power of revocation: the Federal trade Commission passed a rule in 1984 that a creditor is guilty of an unfair credit practice to make any consumer sign a wage assignment unless the agreement states that the assignment can be revoked at any time for any reason by the consumer. The consumer can cancel or rescind the wage assignment at any stage during the process.

If the creditor fails to put the required revocation language, it is a violation of the federal and the state law. The consumer can thus revoke the assignment or be able to stop any collection from his or her employer.

Sincerely,

Address

Excellent letters, but just one question: have you sent your wage garnishment revocation letter to your payroll dept? I promise you, once they get your letters, they are going to try and garnish your check in a New York minute, so I would get that to your payroll ASAP.
I am also from California and can tell you that all of the ECare companies (Sonic, Northway Debit and Cash Transfer Centers) have beened banned from loaning in California. This loan is illegal!

My strategy is this. When they call I fax and email the two letters. When they stop, I stop. Two I did speak with an agent. I told them the deal. I cannot pay now I have rent to take care of. I then told her after research I came to find out that your company CTC is banned from operating in the state of California. I'm assuming when I do a mass emailling of the above letters they will get the idea that I'm not playing here. Also I am looking forward to them trying to emailling my supervisors. I am the network admin here. They maybe in more than they expected. I had seen in a prior thread that they had used a ip address from an email to gain access to another victims email system. Hacking emails is a crime I think..... Oh wait maybe this will help:

CALIFORNIA PENAL CODE 502(c)
"COMPREHENSIVE COMPUTER DATA ACCESS AND FRAUD ACT"

(1) Knowingly accesses and without permission alters, damages,
deletes, destroys, or otherwise uses any data, computer, computer
system, or computer network in order to either (A) devise or execute
any scheme or artifice to defraud, deceive, or extort, or (B)
wrongfully control or obtain money, property, or data.

(2) Knowingly accesses and without permission takes, copies, or
makes use of any data from a computer, computer system, or computer
network, or takes or copies any supporting documentation, whether
existing or residing internal or external to a computer, computer
system, or computer network.

(3) Knowingly and without permission uses or causes to be used
computer services.

(4) Knowingly accesses and without permission adds, alters,
damages, deletes, or destroys any data, computer software, or
computer programs which reside or exist internal or external to a
computer, computer system, or computer network.

(5) Knowingly and without permission disrupts or causes the
disruption of computer services or denies or causes the denial of
computer services to an authorized user of a computer, computer
system, or computer network.

(6) Knowingly and without permission provides or assists in
providing a means of accessing a computer, computer system, or
computer network in violation of this section.

(7) Knowingly and without permission accesses or causes to be
accessed any computer, computer system, or computer network.

(8) Knowingly introduces any computer contaminant into any
computer, computer system, or computer network.

(9) Knowingly and without permission uses the Internet domain name
of another individual, corporation, or entity in connection with the
sending of one or more electronic mail messages, and thereby damages
or causes damage to a computer, computer system, or computer
network.

Yeah I think that about covers it. In essence their use of using a IP address to gain access or email corporate email is crime. I will be sending this Unless anyone else can see this is incorrect?

come to find out that the USPS does NOT send certified letters to Canada with a return signature. Thats fine I sent it to this address anyway:

Cash Transfer Centers
c/o E-Care Contact Centers
300 - 433 Main Street
Winnipeg, MB R3B 1B3

Is this a confirmed address?

From this point forward when I get a call from them I email the cease and desist letter, and wage garnishment revocation letter.

Has anyone yet found out about the email reverse hack they use to get your companies email addresses? Again this is a violation of the California Penal code 502. I'm holding off sending that until I hear weather or not its correct.

Well I got a pdf email with a settlement from CTC. $200 payments all to be received by may... Or rather as the exact wording of the settlement says: "should". What did this was the letter and faxing. Any time they called I faxed. This was required only 3 times. Also it was for the $800 principle balance. This is indeed an amount I can work with. However, they did make it clear that the law's they where adhering to where based on Malta. Not California. Now unless I'm not mistaken, this would mean that I would have been brought up on charges in Malta? Was I to fly out to Malta to stand Trail? Last time I checked the nation of Malta is not one to forcibly remove US citizens and extradite them to pay up.

exactly right.you are not a citizen of MALTA.therefore you are subject to there laws.i would also hold out for an address.do not give them any bank information.they didn't state how you would pay.do not accept anything but an address to send money orders.
