I live in Tennessee. I took out a $200 loan with these people and have paid $180 in fees and I don't have the money to make any more payments. What should I do?

But there is no license for them in the state of MO.

Since the PDL is not licensed in your state, you can file a complaint against it with the Better Business Bureau and the Federal Trade Commission. I think these steps will help you to get rid off the PDL company.
