From what I was reading, all are legal in Texas. I need out of this financial mess. It has cost me a home, and almost my car.
I keep reading about a letter, and the one I found quoted alot of laws, and stated it was for illegal PDLs.
I just need to know where to start. I want to close my account. If I do that, what are the PDLs remedies? My credit is in the sewer now.
Any and all help will be greatly appreciated.

You are absolutely right to realize that you can't go on like this. We all had to wake up and smell the coffee and I'm very glad you had that aha moment. The only thing we need from you now is the amounts of your actual loans--this way we can tell if you've overpaid and are due refunds. So if you loaned for $500 and have actually paid $700, you're due a refund of $200, for example.

The amounts I have:
Payday one 1100.00 paid 267.00 per pay check
Western sky 2000.00 paid 300.00 a month. 9 months
Bottom dollar 500.00 paid 150.00 pay check. I have paid for 3 months
Ace express I cannot remember the borrowed amount I pay 211.00 a month for 6 monthes. I have 2 monthes left
Spot loan 500.00 58.00 every 2 weeks. I have paid 5 months. I have to april to pay.
The problem is i cannot get out of the loop. At this time, I pay over 1500.00 a month out just on loans.

Can you list out each loan and let us know how much the loan was for and what you've actually paid on them, all roll-overs included? The more information we have, the more we can help you get out of this mess.
Closing your bank account is absolutely crucial to regaining control of your money and you must do this at your next opportunity. You should also contact your company's HR Department and revoke any voluntary wage garnishments you may have had to sign to take out the loans. This would have been a document authorizing the PDL's to garnish your check should you default on the loan.
Once you change your bank account, you should also move your direct deposit over to it.
