What next? I complained to the BBB but both companies did not respond.
I have paid Webpayday $1610.00 on a $500.00 loan they owe me $1110.00
I have paid CTC $1218.00 on a $600.00 loan they owe me $618.00.
What do I do next.

So far you have taken all the right steps. Unfortunatley the companies may not respond to the bbb and in that case you may not get the refunds you are entitled to. If you get notice from the BBB that they closed the complaint due to no response, then I would try again...

CTC will send a wage assignment letter to your payroll. You must revoke that by sending them a letter and give a copy to your employer. They will do it very quickly so waste no time. When that does not work they will send a settlement letter under a different name. They are operating beyond our borders and have no legal means of collecting. You owe them nothing more so pay them exactly that!
