First I checked to see if they were licensed in CA. They aren't. I used the "How to deal with illegal..." and copied, pasted, and modified the second letter and e-mailed it to them.
Backstory:
They had taken $245.00 on Tuesday, and had me overdrawn. I demanded they refund it back to me including the overdraft charge ($35.00).
They had taken $220.00 on March 4th and another $245.00 on March 21st for a loan of $700 I opened, actually, back in August 2011. I was furious, and then I found your incredible site.
After some back and forth, and my request they not call after they tried and left messages on my home and cell phone, and that I want all communication to proceed through e-mail or snail-mail, I finally got this one resolved today!
This is what it resulted in:
Dear XXX XXXXXXXXXX,
We received your email and are very sorry to hear you are upset with the service provided. We would like to inform you that your balance with Community Credit Services has been waived and nothing further is owed. As you have been an excellent customer we are happy to comply with your request for a refund in the amount of $280.00; however we are not able to get this to you today as it is too late to process the transaction through our bank. In order to process your refund we need you to confirm you have received this email and the resolution offered is to your satisfaction. Once we have heard from you the refund will be processed and you should receive it via wire on 3/22/2012 You can contact me at 800-648-1282 from 8:00 AM to 6:00 PM central time or via reply to this email. It is our pleasure to help resolve any concerns you may have.

Now I need to do Quickclickloans, Peppercash (the MOST expensive!), and Plain Green Loans.
I've already written Peppercash (now Duck Creek Tribal Financial, LLC d/b/a/ Peppercash.com). I've overpaid them by $1455.85 on a $500 loan back in September 2011. I paid a total of $2091.25 since.
Question: are Quickclickloans and Plain Green Loans licensed in CA?:confused:
Is 96% legal for a personal loan?

It's the old account. I know I'm supposed to close it before contacting them, but I plan to do that today when they deposit the refund since I'm already so red there's nothing there to take, and I'm expecting my direct deposit today which isn't much.
I'll dispute the charges and try and get the balance at least in the red again. But there's nothing more they can take and Wells Fargo is pretty good at going after fraudulent charges and giving credit. I don't have the cash to bring the bank acct current. I will, though, make sure they only allow deposits as I change the D.D. to the new account or try and work it out with them that they do that automatically.
As of the writing of this post, Peppercash (Duck Creek Tribal Financial, LLC d/b/a/ Peppercash.com) has not responded to my e-mail as of yet. Do you think I should send out another one? :mad:
QuickClickLoans is a different story. I guess they're legal in the sense that they didn't loan a payday loan. It was a larger loan ($2600), and I'm not sure they can be seen as a payday loan. They only deduct once a month and it's a 36-month loan that I can pay off at any time to avoid interest. But it's strange that after paying them for eight months (total $1768.00 total), the balance is still $2616. :confused:Their interest rate is 96% APR. Is that allowed under California law for a personal unsecured loan? I guess what I'm asking is, is this a pdl disguised as a personal loan due to the high interest rate.
Edited to add: http://www.ehow.com/about_6137333_california-maximum-interest-rate-law.html The QuickClickLoan we have is described as an unsecured personal loan for "personal, family or household use" according to our contract. It appears QCL is violating California usury law (max for such loans is 10% interest). The QCL is an installment loan with a set amount of dates and payments for 36 months.
Plain Green Loans is a pdl, and I'll be sending the letter out to them today.:D
