I live in NC & I know PDLs are illegal. I have corresponded with netpdl.com only be there help center online & they have indicated they meet & exceed all legal requirements & denied me a mailing address. Can they do that & what is my next step?

if they won't provide an address too bad for them.they don't meet squat as no pdl is legal in NC.they don't want their money,or don't want you to use the address to file complaints either way don't sweat it.
