can a bank or pdl take from new account at different bank?

In order to stop all of those incredible fees I have opened another account at a different bank (credit union) and am planning on canceling the account that is being eaten alive by the charges. I did do a stop payment on one (Cashnetusa) and my bank said they would stop any further charges, but the others already have hit and now my bank is -400.00. I have also faxed in letters to the PDLS telling them I will NOT authorize any further debits or credits to my accounts in the form of ACH or checks. My bank will not let me close my account until I bring it to a positive balance or a 0 balance, which I cannot do right now. Should I just wait until my bank closes the account themselves?
Also is there any chance the bank in which I am trying to close can debit my new account for the overdrafts from these PDL's? Again the new account is with a completely different and it is a credit union.
Any advice would be much appreciated. In my letters to the PDL's I have also stated that I will work out a payment plan to pay the loan off that I owe.

In regards to your negative bank account, if you do not bring your account current, the bank will close your acccount(usually after 30-45 days). If the bank closes it with cause(a negative balance) they will more than likely report you to chex system. Your new account may be closed due to that. Banks usually due sweeps for the first 30-60 days on new accounts to monitor if any accounts they have opened have been reported. If yes then they may close your account. You stay on chex for 5 years , and that makes it very difficult to open another checking account.Try to make arrangements to pay the balance you owe the bank, to avoid any problems.
Please do not under any circumstances give your new account number to anyone.

Unless the banks are related to each other, you should be fine. They would need a court order to access your new bank account. But if the banks are owned by the same parent company they could go into the new bank account to satisfy the old one. But if you went from a bank to a CU you should be fine.

I forgot to mention that it looks like the bank has paid the debits that went through as I didn't act quick enough to fax the letters to stop the PDL"s...so technically nothing has gone unpaid so far.But I do owe the bank the fees for paying the items anway on top of the negative amounts from the debits from the PDL's. They suggested that I come in and sign an affidavit for unauthorized usage on my account so I hope that helps!
