What if a PDL ignores an ACH revocation

I closed my bank account on Nov 2nd.
Today I sent all my letters, e-mails and faxes to the PDLs. I even got a response from 2 of them, one said they won't try to debit my account but the other said they don't care, they're gonna go ahead and try to debit it anyway.
They're not gonna get anything from me because that account is closed but I will still be notified if any debit attempts are made.
My questions is: where do I report them if they do ignore an ACH revocation?? And they can't even claim they didn't receive because I have their e-mails stating that they did.
I know they can get a fine for ignoring an ACH revocation, but who is giving them that fine? In other words, where do I report them? I am sooo ready to fight them!!!

I've read the Electronic Funds Transfer Act backwards and forwar
I've read the Electronic Funds Transfer Act backwards and forwards and can't find anything about a fine for ignoring an ACH revocation. Am I missing something? What section are the penalties in?
